SUBJECT:     Issuance of Request for Proposals forSouth Beach Harbor and Park Security Guard Services; Rincon Point - South Beach Redevelopment Project Area

EXECUTIVE SUMMARY

A Request for Proposals (RFP) has been prepared to publicly solicit proposals for security guard services at South Beach Harbor and Park beginning July 1, 2009.  Following the receipt of proposals, interviews and reference checks, the security services contract will be calendared for future consideration by the Commission.

DISCUSSION

The Redevelopment Agency currently operates South Beach Harbor and Park in the Rincon Point – South Beach Redevelopment Project Area.  Part of the Agency’s operation includes providing security guard services.  Security guard services are currently being provided by Inter-State Private Security.  This RFP will be let in accordance with the terms of the Agency’s Purchasing Policy. 

The scope of services contained in the attached RFP includes the patrol and guarding of South Beach Harbor, Pier 40 and South Beach Park to prevent theft, trespassing and vandalism, and to protect customers and visitors from safety hazards.  At South Beach Harbor in particular, the security guard will not only provide these patrol services but may also be the only Harbor representative on site during the swing and graveyard shifts. 

Contractor’s services will be required at South Beach Harbor, Pier 40 and the Park a minimum of 32 hours per week, 52 weeks per year to cover four graveyard shifts (midnight to 8:30 a.m.) four days a week. 

As described in the RFP, firms will be evaluated based on qualifications and experience providing similar security services, proposed budget and ability to comply with Agency policies, including the Agency’s Minimum Compensation Policy and the Small Business Enterprise (SBE) Program.   

The contract will be advertised in the San Francisco Chronicle and the City’s “Bid and Contract Opportunities Newsletter,” which reaches small local contractors including minority and women-owned businesses.  It will also be distributed to contractors who have expressed interest in being notified of upcoming security service contract opportunities.
